Ho Chi Minh City is ready for enhanced public service delivery from July 1st

Ho Chi Minh City is nearing the completion of its comprehensive preparations to significantly enhance public service delivery, with new administrative reforms and a two-tier local government model set to be fully operational from July 1, 2025. This strategic overhaul aims to streamline administrative procedures, boost efficiency, and ensure better responsiveness to the needs of both citizens and businesses.

A New Administrative Landscape

The city has been meticulously preparing for the implementation of a new government apparatus, which includes the significant merger with neighboring Binh Duong and Ba Ria – Vung Tau provinces to form a new mega-city. This restructuring involves consolidating government departments, establishing two-tier Public Administrative Service Centers, and managing the relocation of offices and transfer of administrative functions to ensure seamless operation. The goal is to create a more integrated and effective administrative system.

Digital Transformation at the Forefront

A cornerstone of this readiness is the extensive application of digital technology. Ho Chi Minh City has focused heavily on developing shared information systems and software to enhance the efficiency of public services. This includes integrated platforms for receiving and processing administrative procedures, document management, video conferencing, and feedback systems. Efforts are underway to ensure 100% of wards can offer online public services anytime, anywhere, with the aim of achieving a fully digital public administration system by 2025. The city's Digital Transformation Center is actively coordinating with national databases to streamline processes and reduce service times.

Streamlined Procedures and Improved Accessibility

From July 1, a significant number of administrative procedures will be shifted to the commune/ward level, with many more being made available online. This decentralization, coupled with enhanced digital platforms, is expected to drastically reduce processing times, minimize paperwork, and increase transparency. The city aims to ensure that all administrative procedures related to businesses are conducted online, seamlessly and efficiently.

Pilot Programs and Future Vision

The "new Ho Chi Minh City" is envisioned as a smart, green, and creative international megacity, a regional hub for finance, trade, logistics, and high-tech industry. This ongoing reform is not just about administrative changes but also about driving comprehensive urban development, improving living standards, and fostering social equity. While challenges such as IT infrastructure and staff training are being addressed, the city's leadership is committed to making this transformation a catalyst for sustained growth and a truly service-oriented administration. The successful trial runs across 168 wards, communes, and special zones indicate a strong readiness for the official launch.
